Visiting Ladakh requires a tourist permit by both international and domestic tourists. An Environment Fee and Red Cross Fund Fee are introduced as the Ladakh tourist permit/Inner Line Permits for domestic and international tourists by the government. The permit is required to visit Inner Line Region of Ladakh like Nubra Valley, Pangong Tso, and Tso Moriri.

All foreign nationals and NRIs having PIOs or OCIs need Protected Area Permit (PAP) or Restricted Area Permit (RAP) to visit Inner Line Regions of Ladakh including Pangong Tso, Nubra Valley, Khardung La, Tso Moriri, Turtuk, Dah Hanu Villages.
In order to apply for the Protected Area Permit (PAP), foreigners must be in a group of two or more. The permit has to be applied at the DC Office, Leh with required fees. It can be applied through a registered travel agent in Leh or through the official website of Leh administration.
